About the programme

What does the programme look like?

The CIIIC programme is built around five action lines: browse the funding schemes for an overview of all the parts.

How can I take part in the programme?

The programme mainly consists of calls (funding schemes) for innovative projects and research, and these are open to a wide range of applicants. Have a look at the funding schemes to see which calls are open or announced.

Who is the programme for?

CIIIC focuses on five target audiences: Makers — creating immersive experiences; Public partners and businesses — putting IX to work as a solution; Knowledge institutions — education and research; Network partners — facilitating and scaling up IX; Government — policy and regulation.

When did the programme start?

CIIIC was awarded its funding on 15 March 2024. The run-up included co-creation sessions, setting up the programme organisation, and opening the first calls in spring 2025.

Impact & goals

How does CIIIC contribute to social and economic impact?

CIIIC works towards four overarching ambitions: building knowledge for responsible IX design; training enough designers and developers; creating a strong IX ecosystem; and helping shape policy that supports safe, ethical, sustainable and inclusive IX applications.

Are there examples of research and innovation projects?

Yes. We're gathering inspiring cases that show how IX supports work, learning and everyday life. Take a look at the funded projects for examples.

Calls & funding

What are calls?

Calls are specific invitations developed within existing funding schemes. Their scope and aims are set through consultation with the advisory board and the field.

How does a call work?

Eligible parties submit proposals to the implementing organisations (RVO, Creative Industries Fund NL, NWO/Regieorgaan SIA) for assessment. Each call has its own criteria and deadlines.

How many calls are there each year?

It depends on the type of call and its aims. Short research projects can come round more often than longer ones.

What is the matching contribution for calls?

Matching requirements are set per action line, in line with the standard funding scheme conditions. You'll find the details with each individual call.

How can I get support to develop IX content?

Through both direct and indirect support: research findings, artistic and design research programmes (ADRIE), and RVO's Innovation Impact Challenge. The CIIIC team also helps connect target audiences with the calls that suit them.

IX-Labs

What do we mean by an IX-Lab?

IX-Labs are the physical spaces and facilities needed to develop, teach, research, apply and demonstrate immersive experiences.

What does the future hold for IX-Labs?

CIIIC strengthens the links between them, creating synergy and greater international visibility. Once CIIIC ends, the network should be able to stand on its own feet.

Public values & innovation

What do you mean by public values?

European and Dutch standards need to be built into the design, teaching, development, application and use of IX. Six core areas: mental and physical safety; protecting autonomy; openness and democracy; diversity and inclusion; privacy; and ecological sustainability. Read more on the Public Values page .

What is the Innovation Agenda?

Part of action line 5, it maps out the current opportunities, bottlenecks and open questions in the IX sector. It feeds into CIIIC's calls and activities.

How are the results from the action lines shared?

Through our communication channels and the website, which acts as a knowledge platform. We share reports, data, assets and cases from research projects and communities.

Organisation & background

Who submitted the proposal?

The proposal for CIIIC is an initiative of the Creative Industries Top Team (Topteam Creatieve Industrie), CLICKNL and the Ministries of OCW and EZK.

What is the National Growth Fund?

The National Growth Fund invests, together with the parties behind each project, in initiatives that drive long-term economic growth. CIIIC is one of the funded programmes.
